The following is an unofficial translation of the Law of the Capital:
The President of the State of Palestine
Head of the PLO Executive Committee
President of the PNA
After looking at the Basic Law for the year 2002, especially Article (3),
And the Draft Law submitted by the Cabinet
And After the ratification of the PLC in its session on September 28, 2000
We Issue the following Law:
Article One
Al-Quds Al-Shareef is the capital of the Palestinian state and is the main and permanent headquarters of the three authorities: The Legislative, the Executive, and the judiciary.
Article Two
The Palestinian state has sovereignty over al-Quds al-Shareef and the Holy Sites in it, and is responsible for its protection and for granting freedom of worship and exercising all religious rituals in it.
Article Three
A special ratio shall be allocated annually from the General Budget to the city of Al-Quds Al-Shareef and programs and plans shall be set up to encourage public and private investment and will remain a class A development region with special priority.
Article Four
Any legislation or agreement that tries to attack the Palestinian right in al-Quds al-Shareef or that violates the provisions of this law shall be considered void.
Article Five
This law shall only be amended or canceled by a majority of two thirds of the PLC members.
Article Six
All competent parties, each with its own jurisdiction, must implement this law which will take effect as of the date of its issuing and shall be published in the gazette.
